1. Operational definition + common mistake

A réseau de chaleur (district heating network, or "chauffage urbain") is a heat-distribution system where heat is produced centrally, carried through underground pipes, and delivered at exchange points (substations) in connected buildings. The network operator (here, Dalkia) is a public-service concession holder whose work in public space falls outside the MOE's direct control.

In this CR, Dalkia itself digs the trenches and lays the primary network in the boulevard, then works inside the technical room. It unilaterally sets its own deadlines: "cold commissioning in September — hot commissioning from early October." These deadlines are binding on the schedule of the entire project.

Many assume the district heating network is simply a "heat supplier" like an in-house boiler — in reality, it's a concession holder with a specific connection agreement, constraints in public space, and an independent schedule that the MOE cannot unilaterally change.

3. How to read this entry in the CR

If you read a heat-delivery date → factor it into the hot-commissioning schedule immediately. This is a non-negotiable external constraint.

If you read "cold commissioning" before "hot commissioning" → this is the normal procedure. Check that the HVAC contractor is planning these two distinct phases.

If you read "DALKIA is core-drilling" → this is the utility operator carrying out wall penetrations. Check that the reservations were actually planned at the dimensions they specified.

7. Points of caution

  • The utility operator's schedule is binding on the site schedule: it isn't negotiable the way a contractor's deadline is.

  • The cold-commissioning / hot-commissioning distinction is contractual: plan both phases in the detailed schedule.

  • Reservations for the operator's networks must match the exact dimensions they specify.

  • The connection agreement is an act between the client and the utility operator: the MOE cannot amend it.

  • In the event of a delay by the utility operator, documenting the exchanges (CRs, letters) is the only proof of a delay not attributable to the contractors.
